Ofsted Short Inspection Report 2019
The Ofsted Short Inspection Report 2019 is based on the latest available Ofsted guidance detailing the information required during a short inspection. The document the report is based on is the Further education and skills inspection handbook, section 58.
There are a series of tables showing the following information:
Details of the courses/programmes being delivered and their mode of delivery
This shows the number of live aims (including programme aims) by funding model, programme type, aim type (programme, main or other) and aim type.
Current learners by age group
This shows learners where the POT termination date is not entered, split by age group. The age group is taken from the learner’s age on the POT start date, and only learners who fall into the groups 14-16, 16-18 or 19+ are included. Learners who were 16 at the POT start are included in 16-18, not 14-16.
Current non-apprenticeship learners by sector and NVQ level
This shows learners where the POT termination date is not entered and programme type is not 2, 3, 10, 20, 21, 22, 23 or 25, split by SSA and NVQ level. The NVQ level must be E, M, U, X, 1, 2, 3 or 4 (E, M, U and X are counted as level 1 or below).
Apprenticeship learners by sector, level, age group and standard / framework
This shows learners and achievement rates where the POT termination date is not entered and programme type is 2, 3, 10, 20, 21, 22, 23 or 25, split by SSA, apprenticeship level, age group and standard or framework (there are separate tables for standards and frameworks). Age group is taken from the learner’s age on the POT start date, and only learners who fall into the groups 16-18, 19-24 or 25+ are included. The apprenticeship level is based on programme type as follows:

Employability, Traineeship and Community Learning learners
This shows learners where the POT start date is on or before the current date, the POT termination date is not entered or is within the past 12 months and:

The main aim title contains employability (employability programmes)
or

The programme type is 24 (Traineeships)
or
- The funding model is 10 (community learning)
If the POT termination date is not entered, the learner is grouped under Current, else they are grouped under Attended in last 12 months.
Learners on study programmes with no substantial qualification
This shows learners where the POT termination date is not entered, programme type is entered and:

Programme type is not 24 and the FIS framework common component is not 1, 3 or 2 (taken from FIS_LARS_LEARNINGDELIVERY.FRAMEWORKCOMMONCOMPONENT).
or
- The learner does not have a core aim where the programme type is 24.
Learners with special educational needs, disabilities or high-needs funding
This shows learners where the POT termination date is not entered and:

LLDD and health problem is set to Yes
or
-
Special educational needs (SEN) is set to 1
or
- High needs students (HNS) is set to 1
If HNS is 1 then the learner is counted under High needs student; if LLDD and health problem is Yes or SEN is 1 then the learner is counted under Special education needs or disabilities. Note that a learner can appear in both categories if the criteria is met for both.
Geographical spread of training premises and learners by sector
This shows learners where the POT termination date is not entered, grouped by county, town, employer and SSA. Employers are included against a learner where the employment type is Employer (short string E) and the employment end date is not set. If a learner has multiple employers that meet that criteria, the one with the most recent employment start date is used. The employer location displayed in the table is taken from EMPLOYERSITE.POSTTOWN.
Learners by subcontractor and sector
This shows learners where the POT termination date is not entered, grouped by subcontractor and SSA. The contractors are taken from the delivery contractors table (TRDELIVERYCONTRACTOR), where the contractor is different to the learner’s main contractor (from the summary tab in Maytas).
It is possible in some cases for data issues to result in a mismatch between the total counts for a table and the counts on the drilldown, specifically where a learner has multiple POT records where the termination date is not entered or where a learner has multiple live employment records of type E with the same start date. The counts in these cases are in fact correct – the issue is that these learners can be included in multiple groups and therefore are counted twice in the summary total. For instance, a learner with two open POTs with different start dates may fall into two different age groups, and so the total on table 1 would count them twice, whereas the drilldown on the total would only count them once.
The most substantial course(s) or learning programme(s)
This section is not part of the Ofsted guidance document, but was requested to be included by customers as it shows information which is useful for an Ofsted short notice inspection. The tables in this section show the most substantial courses or learning programmes, broken down by SSA, qualification and level. There are separate tables for each SSA and for Education & Training and Apprenticeship achievement rates.
The Education & Training tables use the following figures:
- Overall cohort – The number of aims where the hybrid end date is in each year (i.e. the latest of the planned end, actual end and reporting years). Only includes aims which have ended learning.
- Overall achievement – The percentage of aims out of the overall cohort where the completion status is 2 (completed) and the outcome is 1 (achieved).
- Overall retention – The percentage of aims out of the overall cohort where the completion status is 2 (completed).
- Overall pass – The percentage of overall achievers (completion status 2 and outcome 1) out of overall completers (completion status 2).
- Timely cohort – The number of aims where the planned end date is in each year. This includes both live aims and ended aims.
- Timely achievement – The percentage of aims out of the timely cohort where the completion status is 2 (completed) and the outcome is 1 (achieved).
The Apprenticeship tables use the following figures:

The criteria for the table Learners on study programmes with no substantial qualification has also been updated so that it only includes learners with a main or programme aim funding model of 25. It also no longer requires a programme type to be entered.
